Firearm Permit Applications & Instructions
Applications for the following are available online through the Firearms Application & Registration System (FARS):www.njportal.com/njsp/fars
• Initial Firearms Purchaser Identification Card (FID) • Permit to Purchase a Handgun • Change of address on FID • Change of sex on FID • Change of name on FID • Electronic Firearms Purchaser Identification Card (for duplicate or lost FID or for renewal) • Register handgun(s) transferred with change of residency to New Jersey
Concealed Carry Permit applications are available online through the NJSP Concealed Carry Permits portal:https://www.njportal.com/NJSP/ConcealedCarry/
Firearms Permit Fees:• $25 per Handgun Purchase Permit • $50 Initial Firearms Purchaser Identification Card • $150 Concealed Carry Permit
Permit fees are set by New Jersey Statute and are separate from fees paid through FARS or the NJSP Concealed Carry Permit portals during the application process or fees associated with fingerprinting.
There are no permit fees for replacement FID cards or changes made to a valid FID card. There is no permit fee to register handguns transferred with change of residency to New Jersey.
Firearms Purchaser Identification Card (FID) and Permit to Purchase Handguns Application Process
Step 1: Visit https://www.njportal.com/NJSP/fars using a smartphone, mobile device, laptop, or desktop computer.
Step 2: Enter the Moorestown Police Department’s ORI number: NJ0032300
Step 3: Complete the online application.
Step 4: If you have never been fingerprinted in New Jersey for any firearms permit, visit https://uenroll.identogo.com/ to schedule an appointment with IdentoGo. Enter Service Code 2F164B and use ORI NJ0032300. Enter the Contributor Case Number from your FARS application. You only need to be fingerprinted once in New Jersey for firearms permitting. Once you submit your initial FARS application, you have 90 days to get fingerprinted. If you do not do so within this period, your application will be withdrawn and you will need to reapply.
Step 5: Your application will not be processed until you have paid the FID Card/Handgun Purchase Permit fees. Non-refundable payment is required to be made prior to the completion of the background check per New Jersey Administrative Code.
Payment can be made online: https://wipp.edmundsassoc.com/Wipp/?wippid=0322#miscPymtPage. Alternatively, you can pay in person at the Moorestown police station (Monday–Thursday, between 8:30 am and 4:00 pm, or Friday between 8:30 am and 11:30 am, excluding holidays). Accepted payment methods include cash (exact amount), check, or money order payable to the Township of Moorestown. You can also mail your check or money order (not cash) to the Moorestown Police Firearms Unit.
NOTICE TO FID CARD/HANDGUN PURCHASE PERMIT APPLICANTS – PLEASE READ
The online application is applicant-driven. Please ensure that you have entered the best phone numbers and email addresses for yourself and your references.
Your FARS application must include your legal name, exactly as it appears on your government-issued document (such as a driver’s license or passport). Please do not abbreviate your name. If the information provided does not match your legal name, your application will be withdrawn, and you will be required to re-apply. If your legal name does not include a suffix, please do not add one in this application.
You will be receiving automated email updates throughout this process. Please check your email, including the junk folder.
If you are applying for an FID card and are considering the purchase of a handgun within the next six months, you should apply for the Permit(s) to Purchase a Handgun at the same time, provided you are permitted to do so by law. Permits to purchase a handgun are valid for 90 days. If unused, they will automatically renew one time for an additional 90 days.
Please advise your references that the FARS system will email them the reference feedback questionnaire. Your reference can complete the questionnaire using a smartphone, mobile device, laptop, or desktop computer. If you have entered incorrect emails or other information for your references, firearms investigators can edit that information on the FARS site and can then resend the emails to your references. Please email the Firearms Investigation Unit at firearms@moorestownpd.com and provide the correct information. Be sure to include your contact information and FARS application confirmation number.
Except for reference information, firearms investigators cannot edit any information on your application. Errors or omissions will cause the withdrawal of your application and you will need to reapply. Fees paid through the FARS portal are nonrefundable and nontransferable.
You must upload a passport-style photograph to your FARS application. Use this link to learn how to take a passport-style photograph: https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/photos.html. Stand against a light-colored wall and set the camera about three feet away or have someone take your picture. Do not submit a photo of your passport or license.
You are required to provide your address history for the past 10 years. If you have resided outside of Moorestown during this period, you may need to complete both police records release forms and mental health records release forms relevant to those addresses. Additionally, if firearms investigators determine that you have had interactions with a law enforcement agency resulting in a filed police report, you may be required to complete a police records release form. Please be aware that obtaining police records and mental health records from agencies outside of New Jersey could delay the processing of your application by up to 30 days from the submission of these forms. The firearms unit will email any necessary forms and related instructions to you.
Approved firearms e-permits are linked in an email from the New Jersey Firearms System. Print and file a copy of your FID. If you receive a handgun purchase permit, your Federal Firearms Licensee (FFL) will access your handgun purchase permit in FARS and complete the transaction once the National Instant Criminal Background Check System (NICS) is completed. You will then be able to print and file a copy of the finalized handgun purchase permit.
If you receive a FARS notification that you have been denied, a letter of denial will be sent to the address you listed on your application. This letter will explain the steps you will need to take to file an appeal.

You must have an FID card before applying for a Concealed Carry Permit.
Civilian Carry Assessment and Range Evaluation (CCARE)
As of September 15, 2023, all certified firearms instructors in NJ shall instruct on the CCARE protocol. This live-range training replaces the Permit to Carry Safe Handling and Proficiency Qualification protocol (HQC2modified) issued on July 21, 2023, and is the required range component pursuant to N.J.S.A. 2C:58-4(g).
Concealed Carry Permit applicants who are qualifying in accordance with the requirements set forth in CCARE shall upload S.P. Form 182 and their instructor’s certificate of instruction to their Concealed Carry Permit application.
Individuals who completed firearms training prior to July 1, 2023, and whose permit to carry does not expire until after December 22, 2023, must requalify on the CCARE protocol or the HQC2-modified protocol issued on July 21, 2023. If you failed to requalify by December 31, 2023, your permit-to-carry is invalid.

Whenever you add a handgun (or multiple handguns) to your collection of firearms intended for concealed carry, please fill out Form S.P. 182A Additional Handguns Intended to be Carried. Once completed, email the forms to firearms@moorestownpd.com. Upon receipt, the Firearms Unit will update your Concealed Carry Permit.
